Dear Supporters and fellow Survivors, Click on Links Below to print out forms, petitions etc.
I have personally talked with Barb Phegley, Jeff’s mother, many times the last month as she has prepared for this process. I know she is VERY concerned that Jeff’s killer will be granted parole this time. Barb and Joe have worked tirelessly to make sure Anthony Wayne McIntosh remains in prison. Barb shared with me that Anthony Wayne McIntosh was quoted in an interview during his 2000 parole hearing saying that he didn’t expect to get parole that time because he killed a cop however he thought he would get out in five years. The parole board answered that bold statement when he was given an additional 10 years before his next hearing, the hearing that he is now up for. Anthony McIntosh went even further in that same interview to say that he thought Barb and Joe needed to move on with their lives and put this incident behind them. Please join us in sending a message to this very arrogant, self absorbed killer that we will not stand for him being out anytime soon and that we will NEVER FORGET what he did to Jeffrey Phegley and we will never GET OVER IT, as he would like us to do.
I have attached a form letter, a parole petition form, and an information sheet. Please feel free to distribute this to all friends and families to assist the Phegley family in keeping their son’s murderer in prison.
Thank you for your time with this matter.
Ohio COPS President
The following is a letter from Barb and Joe Phegley parents of Patrolman Jeffrey Phegley:
September 8, 2009
Dear Family, Friends, and Concerned Citizens,
Enclosed is information regarding the upcoming Parole Hearing for the man who killed our son, Patrolman Jeffrey Manning Phegley, in January 1987. This packet includes a petition, information sheet detailing the crime, and a form letter that may be signed for submission to the Parole Board. Anyone wishing to write a personal letter, instead of using the form letter, is encouraged to do so.
The effort to keep Inmate McIntosh locked up is an overwhelming task. We cannot do it alone and must rely on the kindness and generosity of family, friends, concerned citizens, and even total strangers to assist us. Anything you can do to help us keep him in prison to serve his life sentence would be greatly appreciated.
Thank you for anything you can do.
Sincerely,
A jury convicted Anthony Wayne McIntosh of the murder on August 18, 1987. He was sentence to 15 years to life with an additional 3 years for using a gun during the commission of his crime.
In March of 2000, Inmate McIntosh was granted a parole hearing. The Parole Board recommended that parole be denied and that recommendation was reviewed and upheld by the Central Office Review Board of the Ohio Adult Parole Authority.
Inmate McIntosh is once again coming up for parole.
We need your help. Please take a few minutes to sign the petition, write a personal letter, or sign the attached form letter, requesting that Inmate McIntosh’s parole be again denied, and that he be required to serve his life sentence.
Your correspondence may be mailed directly to the Parole board:

Or, preferably, addressed to the Parole Board but mailed to Barb and Joe Phegley for forwarding to the Parole Board in a completed packet.
